everyone. there is a vote. a series of votes. we expect to happen in the house when they get into session later today. they are trying to reopen specific parts of the government, some veteran services, national parks and museums and the city of washington, d.c. which is not on shutdown but they want to restore the funding before it runs out. they tried it last night, could not get a two-thirds majority. so it is coming back today with different rules where republicans will try to get a simple majority and move that forward but the white house threatened to veto and democrats are protesting saying you don't give some people their paychecks back and others not. they want an all or nothing. this is likely to go nowhere as this shutdown continues. laura? >> all right. we will weight and we will watch. thank you, tracy. >> like it or not. >> we've just learned two arrests have been made in connection to the suspicious packages found at florida's jacksonville international airport. police there not releasing any other information at this hour.

authorities say one of the two suspicious devices had a destructive nature but they are not saying much more beyond that. the airport was evacuated for nearly five hours and flights there were not allowed to take off while a bomb squad went in there and brought in the secure devices, actually had to figure out exactly what was going on. they were found in the airport terminal and a nearby parking garage. here is something you don't see every day. that's probably a good thing. a guy trying to sell his plane was forced to make an emergency landing right on a florida highway. the pilot was doing an inspection flight with a customer who was all set to buy the vintage plane when they suddenly lost power. since they were too far from the airport, the pilot made a move and decided to land on the highway. good news. a short time later, the plane was able to safely take off from governor jerry brown signing a law making it illegal for that very highway. >> here is some good news for people to post naked pictures of you. three young cats rescued from a their exes after a bitter burning home in florida. when tampa firefighters arrived, breakup. $6,000 and jail.

looking out across the bay. no low clouds. just a few high clouds crossing the bay area. a gorgeous orange and pink sunrise across the bay area. it will be a pretty view. i don't know if it will top what they saw in minnesota last night. t the aurora borealis in fulldy play down across the upper midwest. if you look closely, you can see the time lapse of the beautiful colors. as those high energy particles hit oxygen atoms, they glow green and hit nitrogen atoms, they glow red. that is something you can see every once in a while in minneapolis and western washington, saw a little bit of that as well last night. wild view there. the only green we're seeing around the bay area is on the weather map this morning. as you can see right now, we have 40s and 50s outside. not much wind this morning. over the next couple of mornings, that's going to change as gusty winds pick up.

traffic. a little bit of slowing getting closer toward martial. there may be something going on. there you see it. i'm tracking your peninsula drive for 101 through palo alto. it is 6:50. police in pinole have reopened the missing person's case surrounding amber schwartz, the 8-year-old that disappeared while jumping rope in her front yard in 1988. christie smith, live in her hometown with reaction from her mother. why the fbi is now getting involved as well. good morning. >> good morning to you. >> reporter: well, her mother is very pleased with this turn of events. this started with an online petition from family frentiends reopen the case, even though the fbi had a signed confession from a man that says he killed amber. she was never found. police decided to reopen the case and take another look. amber schwartz was just seven years old when she disappeared from in front of her pinole home

in 1988 where she had been skipping rope. hers is a case that really haunted this city. it went unsolved for so long, until 2009, when police and the fbi announced the case was closed. convicted child ubçkiller, curt dean anderson, made a signed confession that he kidnapped schwartz and killed her in arizona. she was never recovered. he died before police could conduct a second interview. the petition was started by a family friend that urged police to look again. police say they now have access to new tools and technology. they can use the fbi crime lab for anything they find. amber's mom, kim schwartz, and others, didn't accept that confession. there was no physical evidence to support it, they say. >> i am ecstatic that the chief has decided to reopen her case and to relook at everything in her case. any evidence that we have or that they have, i should say, would be processed at this point where it couldn't before.

eight-year-old killed during a sleepover says she is relieved and happy police have made an arrest in her daughter's murder case. they arrested an alleged gang member, darnell williams, on a crime spree on july 17th, when he went to a who is seeking vee revenge. he started shooting into the house killing alicia. she was not thentended target. the gun fire hit two other kids and a grandmother. they survived. we will soon find out if a veteran firefighter will be facing charges for running over an killing a survivor of the asiana airlines crash. the san mateo county d.a. office will make a decision on the case within the next two weeks. the firefighter, elise duckett, ran over a 16-year-old chinese student. that teen is pictured in the red glasses. she had been rescued from that burning jet and was laying covered in fire fighting foam

out on that tarmac at the san francisco international airport. that's when that accident happened. two others also died in the july crash. 6:54. this morning, support is growing for an online petition to change a law that allowed a man to beat to death a brentwood family's two dogs. ellen barkley's rottweiler and german shepherd escaped from her backyard while she was out of town. she later discovered a neighbor admitted to killing the dogs. he found them in his chicken coop covered in blood. when he tried getting them out, they charged and he used a shovel to kill them. it is legal to kill an animal if it threatens livestock or poultry. >> the dog owners are outraged. >> my purpose in all of this is to raise public awareness, first of all, that this type of evil is here in brentwood and to also change this perception of this law or the law itself.

>> the man who killed the dog says they killed more than 40 of his chickens and turkeys. well, help is on the way this morning, trying to prevent another b.a.r.t. strike. two lawmakers have come up with a solution they say could keep b.a.r.t. trains running. we are also learning there may be a new proposal on the table. "today in the bay's" bob redell, live in fremont. he has more on the solution along with what union leaders and b.a.r.t. riders now have to say about this looming strike. bob, good morning. good morning. according to one published report, the b.a.r.t. union has offered management a new proposal. they made this offer yesterday. they have yet to hear back from management. they hope to hear back today. no details on what might be in that proposal. lawmakers in sacramento, are hoping it doesn't come to another strike. if it does, some of them are doing everything in their power to stop it. republicans in both the senate and assembly are pushing for a bill called sb-423, that would force b.a.r.t. workers to honor the no-strike clause and stay on

the job while negotiations continue. in a letter to the chronicle, senate republican leader and republican senate woman are urging governor jerry brown to call for an emergency legislative session to pass this bill and enforce that no-strike provision in the contract. we spoke with one rider who would not be on boar for this bill, even though it would be in his best interest as a commuter. >> i think they should be able to go on strike. i don't think they should go to courts and say that they have to stay at work. that's the whole thing about being in the union, is having a voice and trying to push some of these larger companies into gives us goodiñ wages, giving u good medical benefits, safety, all those kind of things. >> i think they'll come up with a plan. i really do. it is a struggle hearing it back and forth on the news. i really think, if they've been bought, they are going to come through. the union, they are going to make it p ha. it is going to work. >> reporter: governor brown did
